Seoul, September 28, 2025 — South Korea’s Ministry of Economy and Finance (MOEF) has announced the successful completion of the emergency recovery of 13 major fiscal information systems, including dBrain+, e-National Help, e-National Property, Open Finance, and the Non-Tax Revenue Portal.

Deputy Prime Minister and Minister of Economy and Finance Koo Yun Cheol convened a Central Disaster Management Headquarters meeting at the Government Complex in Seoul, where he reviewed progress on restoring operations after the recent fire at the National Information Resources Service.

Following inspections of hardware, software, and communication networks, MOEF confirmed that all fiscal systems are now operating normally. System integration with relevant ministries and agencies has also been restored. As of 4:00 p.m. on Sunday, public-facing services such as Open Finance, e-National Property, and the Non-Tax Revenue Portal resumed regular operation. The e-National Help platform is also running normally, offering secure access through financial certificates and one-time passwords (OTP).

Officials acknowledged that recovery of some internal government approval systems and the government public key infrastructure (GPKI) may take longer. However, alternative measures, including dBrain+’s two-factor authentication and internal approval system, are in place to ensure continuity.

The Head of the Korea Fiscal Information Service said:

“We are actively providing guidance to ensure smooth operation for all institutions and users. To improve convenience, the dBrain+ Customer Service Center will extend its service hours from 8:00 a.m. to 7:00 p.m., starting tomorrow.”

All fiscal functions, including treasury receipts and fund transfers, are expected to operate without disruption. However, MOEF’s public website and related services remain inaccessible. The ministry is working with the National Information Resources Service to restore full access as soon as possible.
